Why not go with the most literal option when no specific option fits, as long as the literal option is not wrong for some other reason? In this case, "attorney" is technically correct, but in practice, at least for US use, it refers to a lawyer, and I suspect that a "delegado especial" does not have to be a lawyer, but only has to have a power of attorney. I found no obvious hits for "ad hoc representative", though it seems to fit as well, and since this is clearly a "legal representative" like "apoderado" but "legal" is not mentioned in the source term, I am going with this term, which could also be "special legal representative".
