Es una carta de la Dirección General de Cooperación Jurídica Internacional del Ministerio de Justicia (España) que comienza diciendo:
Asunto: Tramitación de Comisión Rogatoria PASIVA [esta palabra aparece en mayúsculas en el original] en materia civil
y sigue:
Se devuelve la solicitud de asistencia judicial procedente de EEUU, diligenciada en el Juzgado de [nombre de ciudad] y relativa a [nombre de empresa] tramitada en virtud de lo dispuesto en el Convenio relativo a la notificación o traslado en el extranjero de doc. judiciales y extrajud. en materia civil y comercial, La Haya 15 de nvo. de 1965.
Ese es todo el contenido de la carta y la firma el Subdirector General.
Agradecería opinaran sobre el significado de "pasiva" en este caso.

Finalmente en internet encontré que las comisiones rogatorias pasivas hacen referencia en España a la "ayuda judicial internacional solicitada por otros países", por lo tanto esta es la respuesta que más se acerca a lo que necesitaba, si bien no me quedé con esta traducción sino que me decanté por "foreign letters rogatory" (que incluso da varios hits en google)

Letter Rogatory Request for Assistance
El término “rogatoria pasiva” no es usual en Venezuela, pero lo que quiere decir es que quien hace mención a la carta rogatoria en cuestión es la autoridad requerida, no la requirente (en cuyo caso diría “rogatoria activa”).
En este momento estoy traduciendo un documento similar al tuyo (respuesta a una carta rogatoria), pero en donde la autoridad requerida es el Departamento de Justicia de los Estados Unidos.
Te copio la introducción de dicha respuesta.
